"The problems confronting farmers in dealing with NFA is lack of drying facilities, the delayed payments, and the inability of bringing their buying operations to the field," Sec. Piñol said.
To address these problems, he proposes interventions to include the opening of credit program for farmers who will sell their produce to NFA at 2% interest payable upon harvest, the establishment of drying facilities, and tie-up of DA-NFA to tap Rice Processing Complex.
Sec. Piñol also urges DA regional directors to deploy hauling trucks to pick up farmers' produce and provide free machinery to qualified rice farmers' association and co-ops.
He also urged DA-PhilRice to identify and develop at least three high-yielding rice varieties adaptable to a specific area.
